Most people would like to age in place, rather than move out of the area they have become familiar with throughout the years. The outreach workers have knowledge about programs serving the aging population and information to meet your needs. Outreach workers can meet with you to discuss your particular concerns in order to assist you with making referrals to the appropriate programs and services.


Health Insurance and information Counseling Assistance Program (HIICAP) provides open enrollment for Medicare related health insurances and prescription drug plans every year between October 15 and December 7. It is very important to review your options annually. Please visit the Senior Services of Albany website and the Medicare website for more information.


The Home Energy Assistance Program (HEAP) is an income-based grant program towards the payment of a household’s energy bill during the winter months. Senior Services staff can assist with completion of the application.


The Weatherization Program (WRAP) can help with insulation, weather stripping, and furnace cleaning or repair to ensure maximum efficiency in your home. To qualify, household must be income eligible for HEAP. See the CCE and Albany County websites for more information.

Lifeline Telephone Discount & Assurance Wireless by Virgin Mobile

Some telephone companies provide a service to help low income customers save money on their local telephone bills. Household must be eligible for HEAP. Assurance Wireless can provide a cellular telephone, if preferred. Only one discount is allowed per family.

Albany County Senior Legal Services Program

This program is staffed by an attorney through the Legal Aid Society of Northeastern New York and takes place at the Bethlehem Town Hall on the second Thursday of each month by appointment only. Please call Senior Services to schedule an appointment.
