Howard R. Vargas is the Executive Counsel to NYS Assembly Speaker Carl E. Heastie. He has over two decades of experience in the NYS Assembly. Howard holds a Bachelor of Science in Government and Public Affairs from John Jay College of Criminal Justice and a Juris Doctor from Albany Law School. Following his legal studies, Howard served as a Court Attorney in Bronx Civil Court and as General Counsel for State Affairs at the NYC Council. A resident of Delmar for the past 17 years, Howard is a proud husband and father of two teenagers.
