The New Scotland Road Hamlet Development project involves a proposal from the Windsor Companies to construct a mixed-use development (commercial and residential) along New Scotland Road between the Price Chopper Plaza and Maher Road. The concept plan shows 342 apartment units and 22,000 square feet of commercial space located in six buildings that vary in size from two stories to four stories in height. Implementation of the concept plan will require amendments to the Town Zoning Law and Zoning District map, potentially through the creation of an New Scotland Road Overlay District or Planned Hamlet Development District.

Windsor’s proposed mixed use development is a product of the New Scotland Road Hamlet Community Charrette. In 2006, the Town completed the New Scotland Road Hamlet Community Charrette: Development Options and Design Studies. The charrette consisted of a series of community design workshops to help visualize the vision of the New Scotland Road Hamlet. Over the course of two days, community residents, business owners, and Town officials identified the issues and possibilities for a new hamlet in this area of the Town along New Scotland Road.
