Project Status

Phase 2 – Sidewalk and Roadway Work

Phase 1 – Waterline Work Underway

  • Waterline work has been completed at Snowden, Lincoln, Bedell, Booth, Plymouth, Mason, and Elsmere.
  • Final waterline valve replacement work still in process at Euclid.
  • Overhead utilities were moved to new poles, allowing for widening of the street near Salisbury

Project Start

Peter Luizzi and Bros. Contracting, Inc was awarded the contract to execute the Delaware Avenue Complete Streets project.

  • Delaware Avenue will see improvements to underground water utilities, sidewalks, crosswalks, traffic calming, and repaving/repairing the road.
  • The first phase of construction, water utility work and some sidewalk replacement, is scheduled to begin October 2025 and continue through November 2025.
  • The second phase, which will include the bulk of the sidewalk and roadway work, is expected to begin March 2026 with completion by November 2026.

This $5.2 million roadway project is supported by a $4.47 million NYSDOT Transportation Alternatives Program Grant.

Project Overview and Goals

Delaware Avenue is one of Bethlehem’s primary main streets, connecting the town to the City of Albany to the east and the more rural parts of Albany County to the west.  The primary goal of this project is to create a more balanced transportation system along Delaware Avenue to increase safety for users of all ages and abilities, otherwise known as a complete streets approach.  Project goals include strengthening Delaware Avenue’s “Main Street” character and fostering a walkable, bikeable, and transit-friendly community serving the needs of all ages and abilities.

A series of improvements will be made throughout the Delaware Avenue corridor between Elsmere Avenue and the City of Albany that will create a safer, more inviting environment for all users.  The “Complete Streets” approach includes proven safety measures to help calm traffic and improve safety for vehicular traffic and pedestrians (including transit users and school children).  These improvements include:

  • ADA compliant sidewalk curb ramps
  • High visibility crosswalks
  • Access management / Driveway consolidation
  • New mid-block pedestrian crossing
  • "Gateway" features at east end of the corridor
  • Potential lower speed limit
  • New pavement surface (mill and fill)

Meeting #2 – 9/24/24

CHA Solutions and Town staff shared details about final plans for the project, including the Salisbury Road/Snowden Avenue mid-block crosswalk, the gateway treatment, lane modifications near Grant Street, and the various sidewalk improvements.
